MEANING OF 50% PLUS 1

The 50 percent plus one vote means that a candidate who becomes President of Zambia should win presidential elections by over half the number of the votes cast.

In this case if 5 thousand people cast their vote, a winning candidate must have collected 2,500 votes plus 1 vote which can be 2,501 votes in order to be declared overall winner.

When a candidate fails to obtain the majority of votes cast, an election re-run will be conducted between the top two contenders.

Take this example, Say we have a situation where there are five votes.

Surely we all agree that 3 out of 5 constitute a simple majority.

However that "50 percent plus one" rule states that three does not suffice!

It says we must have at least 3.5 votes for a majority, and so when fractional votes are impossible then 4 out of 5 are needed to achieve its kind of majority.

The idea is a very slim majority is still a winning majority in some cases.

A 50-50 vote would be a tie, so 50 percent plus 1 would win.
